This project is currently being advertised as a seed project under solicitation 1205M620R0002, IDIQ Road Construction for Mt. Baker-Snoqualmie, Okanogan - Wenatchee and Colville National Forest. Special Notice / Prospectus 1205G120R0009SN Sherman Creek Bridge Replacement Three Rivers Ranger District Colville National Forest The Three Rivers Ranger District on the Colville National Forest located in North Eastern Washington State plans to restore upgrade a failing bridge on Forest Service Road 2000136 Bangs Mountain Road near the Canyon Creek Campground. The proposal is estimated to be solicited during the winter/spring of 2019/2020. The project is located in Ferry County, Washington State. The site is approximately 12 miles west of Kettle Falls, WA. A georeferenced pdf map is attached to this notice. The replacement structure will be a pre-fabricated steel bridge. This project will also include upgrading a trailhead parking area adjacent to the bridge and re-paving the 2000136 road from the intersection of highway 20 past the trail head parking area. Improvements will consist of, but are not limited to, diversion of the stream, structural excavation, removal and disposal of the existing treated timber bridge, installation of the new bridge, reshaping of the streambanks, embankment and excavation of roadway approaches, placement of riprap and barrier rocks, grading of the adjacent trailhead parking area, and placement of hot mix asphalt. The Contractor shall furnish all management, labor, equipment, supervision, tools, materials, transportation, operating supplies, supervision, workman's compensation, unemployment insurance and incidentals necessary to perform the work in accordance with the specification and provisions of the contract. This procurement requires the use of Biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. The products should first be acquired from the USDA designated products categories. The period of performance for the contract is estimated to begin August 1, 2020 with a completion date of October 15, 2020. The project is currently estimated between $250,000 to $500,000. A bid guarantee will be required. The awarded Contractor will be required to provide a payment and performance bonds. Funding for this requirement is currently not available, but is anticipated for this fiscal year 2020. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the solicitation's closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred. This project will be advertised as a written request for proposals. Estimated issue date of the solicitation is on or about March 1, 2020. Proposals are estimated to be due March 31, 2020. The actual due date will be listed in the solicitation. This acquisition is 100% set-aside for HubZone small business concerns. NAICS code is 237310, size standard is $39.5 million. All responsible sources may submit a proposal which will be considered. An electronic copy of the solicitation will be posted at this site on the issue date.
