AI Contract Overview
The contract involves supporting and maintaining the Ship Manager Reporting Tool used by the U.S. Maritime Administration for the National Defense Reserve Fleet program. The work includes providing annual software licenses, ensuring compatibility with the latest NSE software releases, updating and developing new custom reports, and supporting business planning activities. The contractor must participate in MARAD’s annual Business Planning Process Improvement Team meetings, deploy application updates by the third Friday in March each year, and deliver bi-weekly work plans. Security requirements mandate personnel security clearances, annual security and privacy training, and signing nondisclosure agreements for certain roles. All deliverables are to be furnished electronically to MARAD’s designated address, with quality assurance responsibilities resting with the contractor. Travel costs are reimbursed at actual cost per federal regulations, with prior approval required for travel, and local travel within 50 miles is not reimbursable. The contract references key FAR clauses related to privacy safeguards and travel costs, and emphasizes personnel security, credentialing, and confidentiality. It does not specify a contract type, pricing schedule, or detailed evaluation criteria; instead, it focuses on technical performance, security, and administrative procedures. There are no attachments, exhibits, or technical specifications beyond the main Statement of Work, and all deliverables are expected to meet the outlined requirements for compatibility, security, and functionality. The period of performance aligns with the licensing cycle and annual update schedule, with no explicit physical packaging or marking requirements, as all deliverables are electronic. Proposal submission instructions, formats, and addresses are not detailed in the available documents, only a deadline of November 22, 2025, and contact information for contract oversight are provided.

Full Description
The National Defense Reserve Fleet (NDRF) relies on the American Bureau of Shipping (ABS) Nautical System Enterprise (NSE), a client-server, MySQL-based database application. NSE serves as the official maintenance management and financial tracking system for the Ready Reserve Force (RRF) program. To support budgeting and contractor oversight, MARAD developed a custom reporting solution—the Ship Manager Reporting Tool—which extracts and organizes data from NSE for use in the RRF budget cycle and the development of the program’s five-year budget request.
The Ship Manager Reporting Tool currently provides 20 custom reports used by MARAD for contract oversight, maintenance management, business planning, and execution monitoring. Ship Managers use these reports to build business plans, plan and track drydock activities, and monitor the execution of business plans throughout the current fiscal year.
