Shiralian CUP

The Shiralian CUP project involves the construction of a commercial development on a 1.92-acre site located at the southwest corner of Manning Avenue and South Academy Avenue in Parlier, California. The development features an approximately 11,200 square foot facility comprising a convenience store with alcohol sales and a drive-through restaurant, as well as a 5,800 square foot canopy covering ten double-sided fuel pumps. Because the site is located within the C-5 zoning district, the project requires the approval of a Conditional Use Permit for the drive-through restaurant. The project is managed by the City of Parlier Community Development Department, with Jeffrey O'Neal serving as the Community Development Director. It has been granted a statutory exemption from further environmental review under CEQA Guidelines Section 15183, as the development is consistent with the City of Parlier's General Plan and previously certified Environmental Impact Report. Administrative filings were completed on August 10, 2026, including the payment of county documentary handling fees to the California Department of Fish and Wildlife.
