This item is currently listed on the Federal Prison Industries (FPI) schedule. In accordance with Section 827 of the Fiscal Year 2008 DoD Authorization Act, Regarding Purchases from Federal Prison Industries, I am now required to conduct market research to determine the comparability of the FPI product to products available from the private sector that best meet the Government's needs in terms of price, quality, and time of delivery. If the FPI item is determined to be comparable to items available from the private sector, the award will be made to FPI, as they are the mandatory source for the item. If it is determined that the FPI item is not comparable to the private sector item, in term of price, quality, and time of delivery, competitive procedures will be used to acquire the item.
