Short Term Rental Program Management System and Support Services

The County of Riverside's Purchasing Department, representing the Transportation and Land Management Agency's Planning Department, is soliciting proposals for a Program Management System and Professional Support Services to oversee the County’s Short-Term Rental (STR) Program as mandated by Ordinance No. 927. The contract involves the development, maintenance, and support of a comprehensive software or web application system designed to facilitate the STR certificate application process, monitor and address unpermitted or expired STRs, map and track all rental locations, manage fee collection, and enforce the program’s regulations. The objective of this program is to promote public safety, support economic development, and preserve the availability and affordability of long-term housing within Riverside County’s unincorporated areas. The Riverside County TLMA’s Planning and Code Enforcement Departments are responsible for administering and enforcing the STR program according to the ordinance.
