SIB02-26 - Translation, Language Interpretation, and Design Services

The ScholarShare Investment Board is soliciting quotes from California certified small or micro businesses to provide on-call translation, language interpretation, and design services for the California Kids Investment and Development Savings Program and other agency needs. The scope of work includes translating forms, webpages, and promotional materials from English into 21 specified languages, providing live interpretation services, and redesigning documents using Adobe InDesign to ensure cultural and contextual appropriateness. All translations must include a certification of accuracy and generally adhere to a two-week turnaround window. The contract term runs from January 1, 2027, through December 31, 2028, with an initial maximum value of 50,000 dollars and an option for a one-year extension up to an additional 25,000 dollars. Travel costs are capped at 5,000 dollars per year. To be eligible, contractors must maintain a California office, possess at least three years of professional experience serving public-sector or similar institutions, and have successfully completed three projects of similar complexity within the last five years. Proposals will be evaluated based on completeness, cost, and qualifications. Mandatory submission documents include the Payee Data Record, Bidder Declaration, Contractor Certification Clauses, and a Commercially Useful Function Evaluation. Bidders must also provide a cost sheet detailing per-word and hourly rates, a cover letter, and a sample translated document in an Adobe InDesign file in a language other than English or Spanish. Use of generative AI for imagery is restricted, and any use of GenAI in the proposal process must be reported to avoid disqualification.
