The Millennium Challenge Corporation, acting through the Government of Sierra Leone and MCA-Sierra Leone, is seeking qualified consulting firms to provide Management Oversight, Social and Environmental Support services under a USD 480 million Compact funded by the United States, supplemented by USD 14.2 million in local counterpart funding. The services are critical to the implementation of three interrelated projects: the Transmission Backbone Project, the Distribution and Access Project, and the Power Sector Reform Project, all aimed at strengthening Sierra Leone’s electricity sector to reduce poverty and drive economic growth. The contract will be awarded using the Quality and Cost-Based Selection method, requiring proposers to submit separately evaluated technical and financial offers that demonstrate both expertise and value. All proposals must be submitted electronically by 2:00 p.m. GMT on May 25, 2026, and only registered firms accessing the full solicitation through the provided Microsoft Forms link are eligible to submit. The selection process includes rigorous review of qualifications, past performance, and reference checks prior to award. The consultant must adhere to the highest ethical standards outlined in MCC’s Anti-Fraud and Corruption Policy, and all activities are subject to MCC’s procurement guidelines. Offerors may form consortia to strengthen their capacity, and participation in the pre-offer conference on April 2, 2026, is strongly encouraged but not mandatory. The Terms of Reference detail the scope of work, including compliance with social and environmental safeguards, stakeholder engagement, and operational oversight across all three Compact projects. The contract will be executed under a standard set of general and special conditions, with all documentation provided only to registered participants. The Interim Procurement Agent at MCA-Sierra Leone is the sole point of contact for inquiries, and late or non-compliant submissions will be rejected without exception. This procurement is governed by MCC’s international standards, not U.S. federal regulations, and the award will be made by the Sierra Leonean accountable entity.
