SPECIFIC PROCUREMENT NOTICE

Procurement of Consultant Services for Management Oversight, Social and Environmental Support (MOSES)

Ref No. MCA-SL-26-3002

1. The United States of America, acting through the Millennium Challenge Corporation (“MCC”), and the Government of the Republic of Sierra Leone (the “Government”) signed a Millennium Challenge Compact on September 27, 2024, valued at four hundred eighty million United States Dollars (USD 480,000,000), with an additional fourteen million two hundred thousand United States Dollars (USD 14,200,000) in counterpart funding from the Government of Sierra Leone. The Compact aims to reduce poverty and promote economic growth in Sierra Leone by strengthening the country’s electricity sector. The Government, acting through MCA-Sierra Leone, intends to use a portion of the MCC grant to finance eligible payments under the contract for which this Request for Offers (“RFO”) is issued.

2. The Compact consists of the following three (3) projects:
(i) the Transmission Backbone Project, which aims to expand and reinforce Sierra Leone’s electricity transmission network;
(ii) the Distribution and Access Project, which aims to improve the reliability of electricity supply and expand access to electricity in selected communities; and
(iii) the Power Sector Reform Project, which aims to improve the financial sustainability, governance, and performance of the electricity sector.

3. MCC requires that all beneficiaries of MCC funding, including the Accountable Entity and any applicants, bidders, suppliers, contractors, consultants, sub-consultants, and subcontractors under MCC-funded contracts, observe the highest standards of ethics during the procurement and execution of such contracts. MCC’s Policy on Preventing, Detecting and Remediating Fraud and Corruption in MCC Operations (“MCC’s AFC Policy”) is applicable to all procurements and contracts involving MCC funding and is available on MCC’s website at:

4. This RFO follows the General Procurement Notice published in dgMarket on August 18, 2025 and February 9, 2026.

5. MCA-Sierra Leone now invites Offers from legally constituted consulting firms and other eligible organizations to provide Management Oversight, Social and Environmental Support (“Offers”). Detailed information on the scope of services is provided in the Terms of Reference in Section V of the RFO.

6. This RFO is open to all eligible consulting firms (“Offerors”) that wish to respond. Subject to the restrictions specified in the RFO, Offerors may associate with other firms to enhance their qualifications and capacity to carry out the assignment.

7. The Offeror will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method, as defined in the AE Procurement & Policy Guidelines. provided on the MCC website (www.mcc.gov/ppg). The selection process, as described, will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award.

8. Interested Offerors must register their interest by completing the online registration form hosted on Microsoft Forms at the link below. Upon successful registration, Offerors will automatically receive an email containing the link to download the Request for Offers (RFO) and the related procurement documents. Only registered Offerors will receive access to the RFO and any subsequent communications, clarifications, or addenda.

This section provides information to help prospective Offerors prepare their Offers and describes the procedures for the submission, opening, and evaluation of Offers and on the award of Contracts.

This section sets out the particular requirements for the specific procurement and supplements the information included in Section I, Instructions to Offerors.
Section III Qualification and Evaluation Criteria
This section describes the criteria and requirements to be used to evaluate the Offers and select the Consultant to perform the Contract.

Section VI General Conditions of Contract (“GCC”)
This section contains the form of Contract proposed to be entered into between the Accountable Entity and Consultant.
Section VII Special Conditions of Contract (“SCC”)
This section contains the form of those clauses of the Contract that supplement the GCC and that are to be completed by the Accountable Entity for each procurement of consulting services.
Section VIII Contract Forms and Annexes
This section contains forms and annexes to be sent to the successful Offeror.

9. Please note that a Pre-Offer Conference will be held at 2:00pm GMT on April 2, 2026, as described in the Data Sheet (“DS”), Section II of the Request for Offers (RFO). Attendance by all interested Offerors or their representatives is strongly encouraged, but not mandatory.

10. The deadline for submission of Offers is: 2:00pm GMT on May 25, 2026.

11. Only electronic Offers submitted in accordance with the instructions set out in the RFO will be accepted. Late Offers will not be accepted under any circumstances.
