�(1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. �(2) The solicitation number is 03C18Q0179 and is issued as a Request For Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-99. The associated North American Industrial Classification System (NAICS) code for this procurement is 541930 with a small business size standard of $7.5 million. �(3) This procurement shall be set aside 100% for small business. All qualified, responsible sources may submit an offer that shall be considered by the agency. Offerors are advised that they are responsible for obtaining solicitation amendments, if any are issued. The resulting contract shall be awarded to the offeror who provides the lowest price that is technically acceptable including past performance (LPTA). FOB destination shall be the government facilities located in Miami, FL and San Diego, CA, or other nearby locations as set forth in the attached STATEMENT OF WORK. �(4) The Department of Homeland Security (DHS), Customs and Border Protection (CBP), Indianapolis, Indiana, intends to award a Blanket Purchase Agreement (BPA) for the procurement of sign language translation services from English to American Sign Language. A multiple award BPA is anticipated in the event the offeror(s) with the lowest price is unable to provide services at both locations. All offerors submitting a quote shall review and be required to meet the requirements found in the attached STATEMENT OF WORK. �(5) CBP requires all offerors to complete and submit the attached QUOTE FORM and signed SF 1449 (Page 1) to colin.a.colgan@cbp.dhs.gov on or before the deadline set forth in the solicitation. All questions and quotes must be submitted via email. Questions must be submitted no later than 7/23/18 at 12:00 p.m. ET. Government responses to any pertinent questions will be published through FBO in the form of an amendment to the solicitation so that all offerors will have access to the same information. �(6) Period of performance for the BPA shall be one (1) base year plus four (4) one-year options to extend services, as set forth in the STATEMENT OF WORK. �(7) Attachments located at the end of the solicitation: (a) Statement of Work (b) Wage Determinations - Miami & San Diego, and (c) Quote Form.
