AI Contract Overview
This solicitation, numbered W50S7T25QA008, is a combined firm-fixed-price contract for the procurement of specialized protective gear designed for use in force-on-force training exercises involving simunition ammunition. The contract is a total small business set-aside under FAR 19.5 with a NAICS code of 315990, limiting eligibility to small businesses registered in SAM and possessing a valid Unique Entity ID. The required items include 40 female groin protectors, 50 male groin protectors, 50 throat protectors, and 50 helmet head protectors, all based on General Dynamics part numbers or equal commercial-off-the-shelf alternatives. Each item must be made from durable, high-quality materials capable of withstanding harsh outdoor environments, be lightweight, securely attachable, and fully adjustable for a range of body sizes. The helmet protectors must allow proper cheek weld for weapon use and include anti-fog visor systems. The award will be made on a lowest price technically acceptable basis without discussions, so offerors are strongly encouraged to submit their best and most competitive quotes upfront. All proposals must be submitted electronically to MSgt Natalie Gootee by the deadline of July 30, 2026, and must be under 10MB in total file size using standard Microsoft or Adobe formats without password protection or encryption. Failure to meet these submission requirements will result in rejection. Delivery and performance are to occur in Peoria, Illinois, with inspection and acceptance conducted by the government at that location. No formal contract clauses, packaging, preservation, or marking standards are specified beyond the technical performance requirements of the gear. Offerors must ensure SAM registration is complete and active at the time of submission, and no option quantities or pricing details are included in the solicitation, making price competitiveness a critical factor for award.
