The 22d Contracting Squadron at McConnell Air Force Base, Kansas, plans to issue a Request for Proposal for the Simplified Acquisition of Base Engineering Requirements (SABER) contract. This contract involves a wide range of maintenance, repair, and minor construction services on real property at McConnell AFB. It is restricted to eligible 8(a) small business concerns and will be awarded based on best value to the government under FAR Part 15. The contract's period of performance includes one base year plus four option years, with an estimated construction value between $10 million and $25 million. The NAICS code assigned is 236220, corresponding to commercial and institutional building construction, with a size standard of $33.5 million. All relevant solicitation documents and updates are to be found exclusively on the Federal Business Opportunities website, and potential offerors must monitor this site, register accordingly, and ensure their registration in both the Central Contractor Registration and ORCA databases for their proposals to be considered. An ombudsman has been appointed to assist in resolving concerns confidentially during the acquisition process, though their role does not extend to evaluation or dispute adjudication. Parties interested in this contract are encouraged first to direct their concerns to the contracting officer before consulting the ombudsman. The award process will not include a public bid opening, and proposals will be carefully evaluated to determine the best value. Contact information for the contract specialist and administrator is provided for inquiries, but questions regarding the solicitation documents and submission timelines should be directed solely to the contracting officer. The initial solicitation release was anticipated around January 2010, and all interested contractors must remain vigilant for updates on the official government procurement website.

The ombudsman has no authority to render a decision that binds the agency. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
