The Florida School for the Deaf and the Blind (FSDB) is seeking to continue construction support services for the Gregg Hall building project, scheduled for completion in summer 2024, with a not-to-exceed budget of $160,000. The services are being procured from CPH Consulting, LLC, which was originally engaged to develop the design criteria package and serve as the owner’s representative during construction. The current contract with CPH is expiring, and due to their unique expertise and familiarity with the project’s design criteria, they are the sole provider capable of completing the remaining construction support services without causing delays or exceeding the project budget. Selecting a different firm would risk project delays, increased costs, and diminished value to the state. The procurement process emphasizes the importance of continuity and adherence to the original design parameters, ensuring the project remains on schedule and within financial constraints. The solicitation was posted on January 31, 2024, with responses due by February 21, 2024, and the primary contact for this project is Kim Whitwam.

Performance and/or Design Requirements:Florida School for the Deaf and the Blind (FSDB) is in need of construction support services for the Gregg Hall building project for FY 2023-2024 Estimated Dollar Amount Not-to-Exceed: $160,000.00 Intended source: CPH Consulting, LLC dba CPH, LLC500 West Fulton StreetSanford, FL 32771 Justification for single source acquisition: CPH Consulting, LLC, was procured to provide the Owner’s Program Requirements for the Gregg Hall building project on the Florida School for the Deaf and the Blind Campus. They have created the design criteria package for the project and, as part of the services with that package, are providing construction support services as the owner’s representative with the construction management company. The building is currently under construction with a completion date scheduled for the summer of 2024. The existing contract with CPH is expiring with no additional renewals or extensions. The construction support services being sought will be a continuation of the design criteria package services which have not been completed due to the construction timeline and the expiration of the current contract. Soliciting for another firm to complete the construction support services will cause a delay in the construction completion, exceed project budget, and will not provide the best value to the State of Florida. CPH is the only firm who will provide the services to be in conformance with their authored design criteria package, keep within the overall project budget, and no delay in the project completion deadline.
