The U.S. Army Corps of Engineers, St. Paul District, is soliciting a 100% small business set-aside contract for site preparation and the intact relocation of the historic 1874 Bernhardson Farmhouse from Moorhead, Minnesota, to the Western Minnesota Steam Threshers Reunion grounds in Hawley, Minnesota. The contractor will be responsible for moving the 28-ft by 20-ft, two-story wood-frame structure without disassembly, pouring three concrete foundations at the destination site, grading and seeding the area, and ensuring full site restoration by the end of the 2027 construction season. A critical constraint prohibits any activity at the Hawley site during the full week before and after Labor Day weekend in 2026 due to the annual Steam Threshers Reunion, requiring meticulous scheduling. The relocation must be completed by the end of the 2026 construction season, and the contractor must furnish Performance and Payment Bonds within ten days of award. The estimated contract value ranges from $1 million to $5 million under NAICS code 238990, with a small business size standard of $19 million in annual receipts. Offerors must submit a detailed project timeline, a summary of relevant experience in intact structure moving, past performance references, and a separate sealed price proposal. The site visit held on May 20, 2026, confirmed site conditions, and attendees were required to wear hard hats and safety shoes due to active construction and lack of utilities. All work involves private property at both origins and destination, and no formal packaging, preservation, or military standards are specified for the transport of the structure. The contracting office is located in Saint Paul, Minnesota, with John P. Riederer as the point of contact for inquiries and site visit coordination.
