Site-To-Site Transfer Services- Vancouver and Fraser Regions

The Ministry of Public Safety and Solicitor General, specifically the BC Coroners Service, is soliciting proposals for Site-To-Site Transfer Services within the Greater Vancouver and Fraser Regions, covering areas between Burnaby and Abbotsford and extending to the USA Border and various highway points including Boston Bar. The contractor will be responsible for transporting deceased persons who are already packaged in body bags or shrouds from one location to another, such as from a hospital morgue to an airport. These services are provided on an as-needed basis, primarily during business hours, with an anticipated contract value of 1 million dollars. The contract term is set for three years, running from February 1, 2027, to January 31, 2030, with no option for extension. The successful proponent will enter into a General Services Agreement including schedules for fees, insurance, privacy, security, and tax verification. Key requirements include that all drivers must hold a valid Class 5 BC Drivers License and maintain strict confidentiality regarding all deaths. The BC Coroners Service reserves the right to inspect vehicles at any time to ensure they are appropriately equipped. Proposals will be evaluated based on mandatory criteria and a weighted pricing model, where 92 percent of the price evaluation is based on services required within 24 hours during business hours and 8 percent is based on urgent or after-hours requests. Award will be granted to the proponent with the highest overall ranking, using the price score as a tie-breaker.
