Full Description

This project was previously determined to be exempt from environmental review pursuant to the guidelines of the California Environmental Quality Act (Public Resources Code §21080(b)(9); Administrative Code, Title 14, Chapter 3, §15301, Class 1, Existing Facilities). There are no features that distinguish this project from others in the exempt class, and no other exceptions to the exemption applies; therefore, there are no unusual circumstances. Section 15301 exempts the operation, permitting, licensing or minor alteration of existing structures where there is negligible or no expansion of use. This is a six-month review of the Conditional Use Permit. No new information is being presented that would necessitate a change to the original environmental determination.

Moreno Valley Logistics Use Facility Mitigation Measures OrdinanceThe City of Moreno Valley adopted an amendment to the Moreno Valley Municipal Code, Title 9, on September 1, 2026, to implement the Moreno Valley Logistics Use Facility Mitigation Measures Ordinance. This project establishes stringent development and design standards for new or expanded logistics facilities to ensure they do not cause undue impacts to local residents. The ordinance adheres to Assembly Bill 98 and Senate Bill 415 and incorporates air quality mitigation measures negotiated with the California Attorney General's Office as part of the settlement for Sierra Club v. The City of Moreno Valley. These measures expand upon the air quality mitigations found in the Mitigation Monitoring and Reporting Program of the MoVal 2040 Project's Revised Final Environmental Impact Report, which was certified on April 21, 2026. Key requirements of the ordinance include a minimum development size of 30 acres within the city and the application of building design standards that significantly reduce environmental impacts compared to typical local standards. The project is citywide in scope and has been deemed exempt from the California Environmental Quality Act under categorical exemption Section 15308 and statutory exemption Section 15061(b)(3). Administrative oversight is managed by the Community Development Director, Angelica Frausto-Lupo, and Associate Planner Claudia Manrique. Regulatory filings for the project were completed in September 2026 with the Riverside County Assessor-County Clerk-Recorder.
