Six-wheel drive (6x6) Utility Vehicle and Upfit Package

The Army Contracting Command-Redstone Arsenal is seeking a Six-wheel drive (6x6) Utility Vehicle and Upfit Package from a small business to support the Fire and Emergency Services Division’s mission-critical testing and development ranges, where wildland fires pose a significant risk to the Wildland Urban Interface, Protected Wetlands, and the Wheeler National Wildlife Refuge. The vehicle must be configured as a Strike D 6x6 turn-key assembly with a comprehensive upfit package including a black powder-coat finish, tactical assault bumper with 2-inch receiver and clevis mounts, modular front rack, high payload bed with extended roll cage, wide stance package featuring extreme duty RP tires and beadlock rims, full skid protection, sport roof with roof rack, vented glass windshield, and half doors. Performance enhancements include a 4500lb multi-mount winch, reinforced electric bed tilt, enhanced cooling system with temperature gauges, and a custom-tuned RPAMS suspension with adjustable A-arm and bushings. Emergency equipment required includes a 360-degree HO LED lighting kit, EMS red/white lighting with onboard PA, multi-siren, and controller, a 100+ gallon aluminum fire apparatus with retractable 50-foot hose, hose expansion, nozzle, draft and foam kits, passenger-configured hose pass-through, surround mirrors, backup and cargo camera, and a street legal package with backup alarm and turn signal. The procurement is a total small business set-aside under FAR 19.5 with NAICS code 336999 and requires strict compliance with NFPA, OSHA, and Army Installation Wildland Fire Program Implementation Guidance. All submissions must be firm-fixed-price quotes that include unit and total pricing with shipping charges and any applicable discounts, along with company name, street address, city state and zip, remittance address, federal tax ID, CAGE code, business size, estimated delivery date, and discount terms. No partial deliveries are permitted, and delivery must be completed within 30 days of order placement to Directorate of Emergency Services, Building 3545, Redstone Arsenal, AL 35898. Offers will be evaluated under a lowest price technically acceptable (LPTA) methodology, where technical acceptability is determined by adherence to the detailed specifications in the Purchase Description, and failure to meet minimum requirements results in disqualification.
