Clemson University seeks an experienced supplier to provide a new or used skid steer as outlined in the attached Specifications or Scope of Work below. All submissions must be made online. No red lines to the contract will be accepted during the submission process. If there are terms you cannot agree to or wish to have changed. In that case, you must request that by submitting a question or request for modification to the scope to the Procurement Officer during the Deadlines for Question process, and Clemson will consider changes. However, to ensure all offerors offer the same scope, red lines or caveats included in your submission may make your offer non-responsive and unable to be considered. In order to submit an offer, you must first register/login to Clemson Bidding at https://clemson.ionwave.net/VendorRegistration.aspx Registration is recommended no later than 48 hours prior to bid close. I. SCOPE OF SOLICITATION A. Clemson University seeks bids for a Skid Steer Track Loader. This will be a one-time purchase and will be awarded to one vendor. B. Any reference to brand names, trade names, model numbers, or other descriptions particular to specific brand products is made to establish a required level of quality and functional capabilities; it is not intended to exclude other products of that level. Comparable products of other manufacturers will be considered if proof of comparability is contained in the bid submission.
II. INSTRUCTIONS TO OFFERORS A. Regardless of specific requirements below or in this document, Offerors are required to submit their proposal electronically through the Clemson University online bidding system. To do so, you must log in (registering first) at https://clemson.ionwave.net/Login.aspx, and follow specific instructions for this solicitation. You should register several days in advance of the bid closing date so you can be approved and login in time to submit a response. 1. The successful Offeror shall provide satisfactory evidence of all required insurance coverage and licenses PRIOR TO PERFORMANCE. 2. Supplier Registration in buyWays – The successful Offeror must be an active supplier in Clemson University's buyWays system. If the Offeror is not an active supplier, the Offeror agrees to complete their supplier registration within three (3) business days of receiving an email invitation to register. The invitation will be sent from contact@example.gov. 3. Be sure to see the Event Activities in the online bidding system for details on deadlines for questions and/or pre-bid meetings. a. Deadline for Questions Non-mandatory questions shall be submitted in the online bidding system under the Questions tab by the date and time listed herein. Answers will be posted in the online system following the deadline date. All Offerors are charged with a duty to inquire. By submitting an Offer, represents that the Offeror has read and understands the solicitation and that its offer is made in compliance with the solicitation. Offerors are expected to examine the solicitation thoroughly and should request an explanation of any ambiguities, discrepancies, errors, omissions, or conflicting statements in the solicitation. Failure to do so will be at the Offeror's risk.
III. SCOPE OF WORK / SPECIFICATIONS A. Clemson University seeks to purchase a new or used 2023 JOHN DEERE 317G Compact Track Loader or equivalent. 1. General Requirements a) New or pre-owned b) Less than 500 hours of operation c) Must be delivered to the Charleston Research and Education Center (CREC) 2865 Savannah Hwy, Charleston SC 29414. d) Operator's manual e) Have at least 12.6" wide tracks f) Electric hydraulics g) Open or cab Rollover protective structure h) Manual quick-attach system i) 1-speed transmission j) Keyless start k) 72" construction bucket edge l) Standard pallet forks
IV. TERMS AND CONDITIONS – SPECIAL A. Offerors will enter their price into the corresponding lines under the Line Items tab of the online bidding system. Offerors should include specifications for the equipment being proposed.
