The Internal Revenue Service (IRS) Southern Region Midstates Section Procurement Office intends to award a Sole Source Purchase Order to ThunderCat Technology, LLC. 1925 Isaac Newton SQ STE 180 Reston, Virginia 20190-5030. ThunderCat Technology, LLC the only reseller provides a web-based software subscription that is proprietary to Skopenow, Inc. The IRS CI-CCU supports large-scale criminal investigations of a financial nature involving cyber components. Specifically, the CCU supports investigations that involve the Internet and Internet based technologies/methodologies that enable criminals to engage in illegal activity with anonymity and cross international borders without a defined physical presence. The CCU also facilitates the gathering and analyzing of intelligence related to cybercrime activity which will then be disseminated to other IRS-CI sections to assist in cyber-crime related criminal investigations. These sections use various web-based subscriptions to gather open source intelligence information. The proposed procurement is made under the authority granted under FAR 13.106-1(b) Brand Name Sole Source Justification for Acquisitions at or below the Simplified Acquisition Threshold. The NAICS Code is 519130. This notice is neither a request for proposals nor a solicitation of offers. Any other interested organizations must submit a written statement of their capabilities and qualification to fulfill this requirement to the identified point of contact as soon as possible, but not later than 10:00 (CST) on September 23, 2021. Any such statement of capabilities and qualification received by the deadline will be evaluated solely or for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
