CDT on 13 July 2026, and must include a completed and signed Page 2 of the RFQ or an equivalent document containing all required information, along with detailed technical specifications demonstrating compliance with the attached Salient Characteristics. The evaluation will be based solely on the lowest-priced technically acceptable quote, with technical acceptability serving as a pass/fail gate—failure to fully address the salient characteristics results in disqualification. The equipment must be NDAA compliant, designed and assembled in the USA, feature RAS-A compliance and open MAVLINK protocol, and meet specific performance benchmarks including under 40-second deployment, backpack portability, 2.11 kg weight, 360-degree obstacle avoidance via six 32 MP cameras, a Teledyne FLIR Boson+ thermal imager, and a 12 km radio range with onboard AI for GPS-denied or high-EMI environments. Offerors must be registered in SAM.gov with an active CAGE code and Unique Entity ID, and must certify small business status, adherence to Buy American requirements, and compliance with provisions prohibiting contracting with inverted domestic corporations, delinquent tax payers, and providers of covered defense telecommunications equipment. All items must be marked and labeled in accordance with MIL-STD-130 and MIL-STD-129, with machine-readable data verified using an automatic identification technology device conforming to Appendix A of MIL-STD-130, and unique item identifiers must be reported via the Material Inspection and Receiving Report. Specialist or Officer will send a confirmation email once your quote is received. If you do not receive a confirmation email, the Government did not receive your quote. Your offer shall include but is not limited to the following:
- Complete (must be signed) Page 2 of RFQ (or contractor equivalent*) .
- Technical Specifications of Quoted Products (Address how they meet Salient Characteristics)
