AI Contract Overview
The SLAC National Accelerator Laboratory is seeking a Job Order Contract (JOC) for the construction, alteration, and repair of scientific, industrial, office, civil, and utility projects, including minimal design services. This Firm Fixed Price contract features a one-year base period with up to four option periods, with a cumulative not-to-exceed value of 10,000,000 dollars. The procurement utilizes a two-step tradeoff best value source selection process: Step 1 evaluates qualifications based on safety, past performance, corporate experience, and financial capacity, while Step 2 involves a technical and pricing proposal for the top three qualified offerors. Pricing is based on a Construction Task Catalog with preset unit prices, adjusted by contractor-proposed coefficients. Eligible offerors must have a valid General Contractor license, no government debarments or default terminations within the last five years, and a local office in the San Francisco Bay Area for at least two years. Previous experience with Department of Energy or Department of Defense facilities is required. The contract mandates compliance with the Davis-Bacon Act, E-Verify, and specific technical standards for fire protection, seismic design, and electrical systems. Key requirements include performance and payment bonds for task orders of 35,000 dollars or more, and professional errors and omissions insurance for design work exceeding 25,000 dollars. This specific posting is for sources sought only, and interested vendors should express interest by September 28, 2026.

SLAC Job Order Contracting
SLAC has a requirement for Job Order Contract (JOC) services to support construction, alteration, and repair of scientific, industrial, office, civil, utility projects, and minimal design on the SLAC campus. SLAC also has a need for project management, planning, estimating, labor, transportation, materials, equipment, tools, supervision, and other associated tasks necessary to fulfill the construction requirements of each JOC Task Order.
The Contract Documents include a Construction Task Catalog® containing Prepriced Tasks for construction work with preset Unit Prices. All Unit Prices are based on local labor, material and equipment costs and are for the direct cost of construction.
This contract will provide for a one (1) year Base Period and up to four (4) Option Periods. All Task Orders issued during any term of this Contract shall be valid and in effect notwithstanding that the Detailed Scope of Work may be performed, payments may be made, and the guarantee period may continue, after such period has expired. All terms and conditions of the Contract apply to each Task Order.
As Projects are assigned, the Contractor will attend a Joint Scope Meeting with SLAC to review and discuss the proposed work. SLAC will prepare a Detailed Scope of Work and issue a Task Order Request for Proposal to the Contractor. The Contractor will then prepare a Task Order Proposal including a Price Proposal, construction schedule, list of proposed subcontractors, and other requested documentation.
Full project details and requirements can be found in the SOW and supporting documentation.
