This procurement is a Request for Quotation issued under FAR Part 12 as a combined synopsis/solicitation for commercial services, restricted exclusively to small business concerns eligible under the R2 Rocky Mountain Restoration Project Blanket Purchase Agreement (BPA) for the San Juan National Forest in Colorado. The solicitation, identified as 12363N26Q4101, is a total small business set-aside with a NAICS code of 113310 and a size standard of 500 employees, requiring all offerors to certify as small businesses and comply with applicable subcontracting and utilization clauses. The work involves fuels reduction activities including the cutting and removal of sawtimber-sized trees and processing of slash in accordance with Appendix B specifications, with the goal of enhancing forest resilience, reducing wildfire risk, improving wildlife habitat, and enabling commercial and non-commercial wood product use. The contract period extends from the date of award through November 30, 2029, with operations centered in the Columbine Ranger District, primarily around Bayfield, Colorado, and performance is subject to inspection and acceptance at the contract area by the Forest Service. The acquisition uses a best-value trade-off methodology for award, prioritizing technical approach (including work plan, equipment, key personnel, and timing) and relevant past performance, followed by demonstrated local workforce utilization and community benefits, with cost or price evaluated as equally important to technical merit. Offerors must submit two separate, self-contained proposals: one technical and one price, with no cross-referencing, and must comply with stringent environmental, cultural, and fire management requirements, including immediate cessation of operations upon discovery of protected resources and mandatory submission of a fire management plan. Contractors must hold a valid Farm Labor Contractor Certificate and comply with MSPA, H-2B certification rules, and strict anti-discrimination and DEI compliance standards aligned with recent executive orders, while also adhering to prohibitions on Kaspersky software, covered telecommunications equipment, and inverted domestic corporations. All timber must be marked with official brands and highway-yellow paint, with additional colors applied based on destination, and reapplication is mandatory if marks are damaged. The contract prohibits internal confidentiality agreements that restrict reporting of waste or abuse, requires compliance with employment eligibility verification and minimum wage obligations, and imposes reporting mandates for executive compensation and first-tier subcontracts. Proposals must be submitted electronically to the designated contracting officer by the deadline, and only eligible BPA holders may be considered for award.
