AI Contract Overview
This procurement involves a pre-solicitation for a Slide Assembly, Rear (NSN 1005-01-251-9690) under solicitation number SPE7LX26R0067, issued by the Defense Logistics Agency (DLA) Land and Maritime in Columbus, Ohio. The Government seeks to establish a long-term indefinite quantity contract (IDIQ) with firm fixed pricing for a three-year base period and two one-year options, potentially totaling five years. The contract is a total small business set-aside category under NAICS code 332994. Approximately 542 units per year are estimated in the annual demand quantity. The requirement supports DLA Direct stocked replenishment for military depot usage. Offerors must submit proposals organized into comprehensive technical data packages, including detailed manufacturing plans delineating all production processes, materials, tolerances, subcontractor responsibilities, and applicable special processes such as heat treatment and surface finishes. The manufacturing plan must reflect real-time production data and incorporate certifications for Critical Safety Items (CSI) where applicable. The solicitation will employ an online reverse auction for price discussions, where offeror pricing will be anonymously disclosed during the bidding process. The Government emphasizes technical compliance and requires robust test plans and prior approval of all inspection and testing procedures. Evaluation factors prioritize test plan adequacy, past performance, delivery, and price, with the final award decision presumably using a Lowest Price Technically Acceptable approach. Inspection at origin and FOB destination apply, with the contractor responsible for certification of data rights and manufacturing compliance, supported by adherence to a broad spectrum of quality and engineering standards including ASME Y14 series, MIL-STD-882 for hazard analysis, MIL-STD-1916 for sampling plans, and recognized quality management systems such as ISO 9001 and SAE AS9100. Comprehensive data submission includes drawings accessible through the cFolders system, and all subcontractors must meet qualification requirements with prime contractor approval. Although contract clauses are not explicitly provided in the documentation, requirements emphasize data certification under penalty of law, management of CSIs, and potential submission of license agreements and nondisclosure agreements if applicable. Offerors must submit all documentation in English and U.S. dollars by the specified deadline, with the primary contracting officer contact being Matthew Stein.

The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offeror’s proposed prices will be publicly disclosed to other offeror’s and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offeror’s (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to another offeror’s, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed, and final proposal revisions are again requested in accordance with FAR 15.307.
