Project Justification:
As part of an overall pavement maintenance strategy, these roads are programmed for slurry seal on a 7-year cycle.
The roads within these project areas are mostly 20 to 53 feet wide two-lane urban local roads. These roads have not been resurfaced within the last 3 years. Roads with "Fair" or less Overall Condition Index (OCI) ratings will be reassessed again prior to the next cycle (2033) to determine if rehabilitation or other treatments are necessary.
Scope of Work:
The project will consist of:
1. Placing Slurry Seal (Type II) on the existing pavement.
2. Performing Pavement Repair to areas with structural failure to a depth of 0.50 feet with Hot Mix Asphalt (HMA).
3. Removing any existing Thermoplastic Traffic Stripes and Pavement Markings.
Environmental Setting:
In these portions of the San Joaquin County, land usage varies but is primarily rural with single family homes.
There are many large trees adjacent to the project areas. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainsons Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainsons Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st.
Beneficiaries:
The public will see increased safety and fewer hazards with these well-maintained roads. Overall, there will be reduced maintenance concerns and more reliability within the project areas.
