The Slurry Seal Local Roads 2027 project is a pavement maintenance initiative managed by San Joaquin County in California. The project focuses on urban local roads ranging from 17 to 60 feet in width across Road Districts 1, 2, 4, and 5, including specific areas such as Country Club South, Colonial Heights East, Clements, and Clover Road. The primary objective is to implement a seven year pavement maintenance strategy by applying Type II slurry seal and performing hot mix asphalt pavement repairs to areas with structural failure up to 0.50 feet in depth. Additionally, the scope includes the removal and replacement of thermoplastic traffic stripes and pavement markings. The project is categorized as exempt under CEQA guidelines as it involves repairs to existing facilities without major alterations. Because the project areas are primarily rural with single family homes and significant tree cover, environmental precautions are recommended for nesting migratory birds and the threatened Swainson's Hawk, particularly for construction scheduled between February 15th and September 1st. The anticipated outcome of the project is increased public safety, reduced road hazards, and improved infrastructure reliability across the designated districts.

Roads with "Fair" or less Overall Condition Index (OCI) ratings will be reassessed again prior to the next cycle (2034) to determine if rehabilitation or other treatments are necessary. As part of an overall pavement maintenance strategy, these roads are programmed for slurry seal on a 7-year cycle. Scope of Work: The project will consist of: 1. Placing Slurry Seal (Type II) on the existing pavement. 2. Performing Pavement Repair to areas with structural failure to a depth of 0.50 feet with Hot Mix Asphalt (HMA). 3. Removing any existing Thermoplastic Traffic Stripes and Pavement Markings. 4. Placing Thermoplastic Markings where noted on individual Road District Project Information Sheets. Environmental Setting: In these portions of the San Joaquin County, land usage varies but is primarily rural with single family homes. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with these well-maintained roads. Overall, there will be reduced maintenance concerns and more reliability within the project areas.
