The United States Coast Guard Shore Infrastructure Logistics Center (SILC) Construction serves as the central procurement entity for the Coast Guard’s civil engineering needs, focusing on the lifecycle management of shore infrastructure through cost-effective, innovative, and sustainable methods. SILC Construction handles a broad range of requirements including construction and maintenance of shore facilities, architectural and engineering services, as well as environmental compliance and restoration efforts. A key priority is the involvement of small businesses in acquisition programs, supporting the Coast Guard’s mission by providing open access to upcoming contracting opportunities. SILC publishes its forecast of potential contracting opportunities via the Acquisition Planning Forecast System (APFS), an online database that highlights anticipated procurements expected to exceed $250,000. These forecast opportunities, updated regularly, offer industry stakeholders, particularly small businesses, a chance to prepare and participate in future contracts. The opportunities are organized by NAICS codes, with common ones for SILC Construction including 236210 (Commercial and Institutional Building Construction), 236220, 237990, and 541330. The records for Fiscal Year 2020 were posted as of August 31, 2019, and are accessible through the APFS website to facilitate detailed searches and planning. For additional information or inquiries, the point of contact is Mark W. Snell from the Coast Guard.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
