The United States Coast Guard's Shore Infrastructure Logistics Center (SILC) Construction is responsible for procuring a wide range of civil engineering services, including construction, maintenance of shore facilities, architectural and engineering services, as well as environmental compliance and remediation. SILC emphasizes sustainable, innovative, and cost-effective solutions to support the lifecycle management of Coast Guard shore infrastructure. A particular focus is placed on engaging small businesses to participate in these acquisition opportunities, helping advance the Coast Guard's mission. The upcoming procurement forecast for the fourth quarter of fiscal year 2019 is made available through the Acquisition Planning Forecast System (APFS), which provides detailed insight into potential Department of Homeland Security opportunities estimated to exceed $250,000, although these may not all be fully funded at the time of posting. The forecast is organized to facilitate easy searching by industry stakeholders, notably with the ability to filter opportunities by North American Industry Classification System (NAICS) codes commonly used by SILC such as 236210 (Industrial Building Construction), 236220 (Commercial and Institutional Building Construction), 237990 (Other Heavy and Civil Engineering Construction), and 541330 (Engineering Services). The contracting office, headquartered in Norfolk, Virginia, supports these efforts and can be contacted for more information, with Mark W. Snell serving as Deputy COCO. Interested parties can review detailed contract opportunities and participate in solicitations via the SAM.gov workspace. This structured approach aims to ensure transparency and encourage broad industry participation, especially from small businesses ready to contribute to the Coast Guard’s infrastructure needs.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
