The Connecticut Department of Energy and Environmental Protection (DEEP) is soliciting qualified Service Providers to administer and deliver weatherization services under the Small Multi-Unit and Multifamily Weatherization Assistance Program (WAP), funded through the Bipartisan Infrastructure Law and governed by 10 C.F.R. Part 440 and 2 CFR Part 200. Only Community Action Agencies or other public or nonprofit entities are eligible to apply, with preference given to those currently administering effective WAP programs. The anticipated contract term is three years, aligned with the federal award period from fiscal years 2026 to 2028, and services must be delivered throughout Connecticut with equitable regional distribution. Proposals are limited to 20 pages in 12-point Times New Roman, 1.5 line spacing, with 1-inch margins, and must include a cover sheet, executive summary, organizational and staffing qualifications, service approach, data and technology capabilities, financial profile, and budget narrative using specified formats. Required attachments include an organizational chart, financial audit, staff resumes, training credentials, and compliance certifications such as a Statement of Assurances, Conflict of Interest Disclosure, and BABA Self-Certification. Applicants must hold a federal UEI, be registered in SAM.gov, complete Connecticut-specific ethics and compliance forms, and provide FEIN and proof of non-profit status if applicable. Service Providers must perform income qualification for applicants and buildings, target vulnerable populations such as low-income families, the elderly, persons with disabilities, and high-energy users, and coordinate workflows among DEEP, contractors, inspectors, and households.
