The City of Orlando is seeking to establish multiple contracts with qualified contractors to provide emergency and non-emergency sediment and debris removal and disposal services on an as-needed basis. The contract aims to facilitate efficient cleanup of sediment and debris from various structures across the city, with the flexibility for bidders to offer only the services they are equipped to handle. A key feature of the project involves utilizing a closed-loop pumping system that safely and quietly transfers solids to sealed, pressurized containers, minimizing noise and odor emissions, especially for large diameter structures. Contractors will be responsible for the proper removal, hauling, and disposal of collected materials, with the city covering disposal costs only if debris is removed from the site; supporting documentation such as hauler manifests and dump tickets must accompany invoices. The city also reserves the right to require contractors to respond to emergency situations within two hours, emphasizing the need for rapid mobilization and response capabilities. The solicitation, titled "Small Scale Reservoir Environmental Cleaning Services," was posted on April 29, 2025, with a response deadline of May 30, 2025. It is managed under NAICS code 562119 and is part of the Florida SLED organization, with a contract size ranging from $500,000 to $2,000,000. The primary point of contact is Javarie McDonald, reachable via email or phone, and interested bidders can find additional details through the provided online portal. The contract aims to ensure the city’s sediment and debris management needs are met efficiently, safely, and in compliance with environmental standards.

Full Description

The goal of this solicitation is for the procurement of emergency and non-emergency sediment and debris removal and disposal services on an as-needed basis. It is the City of Orlando’s (City) intent to award contracts to multiple Contractors if possible, so Bidders that cannot provide all of the additional features may bid on only those pay items that they have the proper equipment to provide. The use of a closed loop system that pumps the solids to a sealed, pressurized debris collection container which decants the liquid back into the pipeline or structure without emitting significant noise and odor is safer and more efficient for large diameter structures. The Contractor will be responsible for proper removal, hauling, and disposal of sediment and debris collected from various structures anywhere in the City as required for each project assignment. The City will not incur a disposal fee in the event sediment and debris are left onsite. Supporting documentation to include hauler manifest and dump ticket will be provided with the invoice. The City reserves the right to require the Contractor to respond to emergencies within a two-hour time frame.
