AI Contract Overview
The City of Sunnyvale is seeking proposals from qualified contractors to design, supply, and install an integrated waste processing system at the Sunnyvale Material Recovery and Transfer Station (SMaRT Station®). The project involves upgrading the existing dual processing systems—one for municipal solid waste (MSW) and another for source-separated recyclables—into a single, cohesive system capable of handling both waste streams efficiently. The new system aims to operate in two shifts, one dedicated to MSW and the other to recyclables, with the second proposal focusing entirely on deploying new processing equipment to achieve this integration. The current setup is detailed in the existing process flow diagrams, and the upgrade will enhance operational flexibility and efficiency. The contract, valued between five million and twenty million dollars, is part of the NextGen project, with a solicitation posted on May 3, 2024, and a response deadline of August 5, 2024. The project emphasizes modernizing the station’s processing capabilities to better manage municipal waste and recyclables, aligning with sustainable waste management practices. The selected contractor will be responsible for designing the system layout, supplying the necessary equipment, and overseeing installation to ensure the upgraded system meets the specified operational goals. This initiative is critical for improving the station’s processing capacity and adaptability, supporting the City of Sunnyvale’s environmental and waste reduction objectives.

Full Description
The SMaRT Station currently has two completely separate processing systems, one for MSW and one for source-separated curbside recyclables. Refer to Appendix 4 - SMaRT Current Process Flow Diagram, for a graphical view of the processing operation.
The Contractor will upgrade the existing MSW processing system to allow for processing of both MSW and source-separated recyclables (i.e., dual and single-stream collected materials) using a single integrated system. See Appendix 3 – SMaRT NextGen Concept Equipment Layout. The goal of the NextGen System is to be able to run MSW during one shift and source-separated recyclables during a second shift. Both proposals shall meet this scope of work expecting Proposal #2 will utilize all new processing equipment.
