NOTICE OF INTENT TO AWARD - SOLE SOURCE - The Defense Counterintelligence and Security Agency (DCSA) intends to negotiate an Open Market Item, in accordance with Federal Acquisition Regulation (FAR) 8.402(f), on a sole source basis, as part of an order against a General Services Administration (GSA) Federal Supply Schedule (FSS) with Carahsoft Technology Corp (Carahsoft), Cage Code: 1P3C5. DCSA has a requirement for a Smartsheet Technical Account Manager (TAM) that will provide customer support to the DCSA user base to address customer issues and implement solutions surrounding this specialized software. Currently, Carahsoft is the only available source that can provide Smartsheet software and services. The Smartsheet TAM's primary roles for this requirement are to guide users in using Smartsheet Solutions, provide Smartsheet account review and platform optimization, administer accounts, configure backups for Smartsheet sheet and dashboard data, oversee security administration, guide users on how to leverage Smartsheet premium capabilities to uplevel Smartsheet solutions and workflows, troubleshoot software issues, and offer insights into global updates, archiving, and automation. The Smartsheet TAM is intricately involved in most aspects of the highly specialized software and is a vital part in Smartsheet software integration and day-to-day activities. Pursuant to the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. DCSA is in need of this sole source contract in order to provide sufficient custom support and guidance to Smartsheet software users. Due to the specialized nature of the expertise required to administer the Smartsheet software, it has been determined that Carahsoft's Smartsheet TAM is the only available source for performing these services. Procuring the software licenses without the customer support provided by the Smartsheet TAM would negatively impact mission critical reporting and program management synchronization within DCSA. The period of performance for the resulting contract will include a one-year base period and three one-year option periods. The NAICS Code applicable to this procurement is 511210, Software Publishers, with a size standard of $41.5 million. DCSA anticipates releasing a solicitation directly to Carahsoft in August of 2022. Award is anticipated to be made no later than August 11, 2022. This notice of intent is not a request for competitive quotations and a solicitation will not be publicly issued. However, any responsible source that believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice, to Contract Specialist Matthew Reed at matthew.w.reed10.civ@mail.mil.

DCSA INNOVATION GATEWAY
Solicitation # HS0021-26-CSO-DCSA
The Defense Counterintelligence and Security Agency (DCSA) Innovation Gateway, solicitation HS0021-26-CSO-DCSA, is a commercially focused initiative designed to partner with creative companies to solve critical mission challenges through prototype projects. Operating as a general announcement from June 23, 2026, through June 22, 2031, the program focuses on four primary technical priorities: Digital Transformation Enablement, Data Integration and Advanced Analytics, Cyber and Industrial Security, and Digital Workforce and Governance. Awards are issued as Other Transaction Agreements (OTA) in accordance with 10 U.S.C. 4022, requiring participants to be nontraditional defense contractors, small businesses, or provide significant cost-sharing. The procurement process is driven by separate Innovation Calls published via Sam.gov, and the government will only review proposals submitted in response to these specific calls. Interested parties must submit a Solution Concept Paper using the mandatory template, which is evaluated based on problem understanding, proposed concept and vision, and technical approach. The selection process consists of three phases: evaluation of concept papers, an optional full project proposal or demonstration, and collaborative negotiation for the final award. To be eligible, vendors must maintain active registration in the System for Award Management (SAM) and the Procurement Integrated Enterprise Environment (PIEE), possess any required security clearances specified in the call, and mitigate any organizational conflicts of interest.
