SMP 39/SMP 40 Project

The SMP 39 project involves the development of a new research and development facility in Livermore, California, dedicated to testing and demonstrating commercially viable clean energy through fusion power. The project consists of a 225,500 square-foot facility situated on a 14-acre portion of a vacant parcel south of West Jack London Boulevard. Planned site improvements include a surface parking lot, on-site landscaping, and driveway access from West Jack London Boulevard. To facilitate the project, zoning modifications were implemented to remove the 20 percent cap on Warehouse and Distribution Facilities and increase the allowable building height through a Conditional Use Permit. Managed by the City of Livermore Community Development Department, the project is governed by the California Environmental Quality Act. A Notice of Determination dated September 8, 2025, confirms that the project was approved on May 12, 2025. The environmental review was conducted via an Addendum to the 2024 SMP 39/40 Environmental Impact Report, which evaluated impacts on air quality, energy, greenhouse gas emissions, hazards, noise, and transportation. This Addendum concludes that the project will not cause new significant environmental effects or require additional mitigation beyond those already established in the 2024 EIR.
