Full Description
This serves as notification that the Governemnt antcipates awarding Sniper CATP2 Option Years 6 & 7. The contractor shall provide efforts required for the management, engineering, production, fabrication, integration, Configuration Management (CM), test, test support, hardware and software upgrades, resolution of Diminishing Manufacturing Sources (DMS), and logistics support of the Sniper system to ensure a system availability rate and reliability Mean Time Between Maintenance Events (MTBME). The Contractor shall adhere to Contractor Quality System; ensuring it is an integral and integrated part of the Contractor's complete management system.
The contract period of performance will be for two one-year options, and the Government intends to negotiate and award sole source to Lockheed Martin Corporation (CAGE 04939), 5600 West Sand Lake Road, Orlando FL 32819, in accordance with Revolutionary Far Overhaul (RFO) 6.103-1. All responsible sources may submit a capability statement of proposal, which shall be reviewed by the U.S. Government. A determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government.
In accordance with Air Force Instruction (AFI) 16-201, foreign participation is not permitted at the prime contract level.

Place of performance will be at Robins Air Force Base, GA, or at contractor or subcontractor facilities.
SOLICITATION WILL BE ISSUED 15 DAYS OR THEREAFTER FROM THIS NOTICE.
However, Interested Party of Person(s) may identify their interest and capability to respond to the requirement or submit a proposal(s). This notice of intent is not a request for competitive proposals. All proposals received within the 30 days after issuance of solicitation, or 45 days after the publication date of the synopsis will be considered.
OMBUDSMAN: All potential offeror(s) should contact the Primary Point of Contact listed in this notice for additional information and/or to communicate concerns, if any, concerning this acquisition. If the contracting officer does not satisfy your concerns, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels.
The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate serious Contractor concern, issues, disagreements, and recommendations to appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
