Market Research Notice
The Bureau of Engraving and Printing (BEP) is conducting market research to identify qualified small business concerns interested in providing snow and ice removal services at the BEP Washington, DC Facility. The Government is also seeking industry feedback regarding the most appropriate fixed-price contract structure, pricing methodology, and acquisition vehicle for this requirement.
This Request for Information (RFI) is issued solely for market research purposes in accordance with FAR Part 10. This is not a solicitation, request for proposal (RFP), or request for quotation (RFQ). Responses will be used to assist the Government in determining the appropriate acquisition strategy and developing a future solicitation, if any. The Government will not reimburse respondents for any costs incurred in responding to this RFI.
The attached draft Performance Work Statement (PWS) describes the anticipated requirement for recurring snow and ice removal services at the Bureau of Engraving and Printing's Washington, DC Facility. The services include snow removal, ice treatment, snow hauling when required, and response to snow and ice events at approximately 102,700 square feet of sidewalks, driveways, parking areas, entrances, emergency exits, and other designated areas.

Based on the attached draft PWS, identify the fixed-price contract structure your company believes would result in the greatest competition and the most reasonable pricing (e.g., per snow event, snowfall accumulation tiers, seasonal firm-fixed-price, or another fixed-price approach). Briefly explain your recommendation.

Identify any provisions of the draft PWS or contemplated pricing methodology that may discourage competition or result in higher pricing.

Confirm whether your company anticipates being able to comply with FAR 52.219-14, Limitations on Subcontracting, if this requirement is set aside for small business.
