Snow Removal and Ice Control Services

The Town of Herndon, through its Department of Public Works - Operations, is soliciting bids under IFB 27-01 for snow removal and ice control services on town-maintained primary, secondary, and subdivision roads. The contract is a multi-year agreement consisting of a one-year base term with four optional twelve-month renewals. Services are performed on an as-needed basis during the snow removal season, which runs from November 1st through April 30th. Qualified firms must provide experienced, English-speaking, licensed operators and a variety of equipment, including 2-ton to 5-ton 4WD trucks with plows and spreaders, as well as backhoes. All vehicles must meet VDOT standards for signage and lighting, display the contractor's company name on both sides, and report for duty with full fuel tanks. Bids must be submitted electronically via the OpenGov portal by October 6, 2026, at 12:00 pm. The evaluation process includes a mandatory pre-award review of all offered equipment by Town personnel to ensure compliance with specifications and safety criteria. Compensation is based on quoted unit prices, with specific rates established for standby time at 50% of the hourly bid rate, supervisors at $65.00 per hour, and maintenance labor at $125.00 per hour. The Town reserves the right to award the contract by individual items. Contractors are required to provide proof of adequate insurance prior to award and by October 31st of each renewal year. Invoices are subject to a 45-day payment term following receipt of a proper invoice or acceptance of work.
