Snow Removal & Sanding 2026-27-001

The Board of Education of School District No 91 (Nechako Lakes) is soliciting proposals for snow removal and sanding services for the 2026-2027 season, running from October 31, 2026, to March 31, 2027. The scope of work includes services for multiple locations, including Evelyn Dickson Elementary, WL McLeod Elementary, and Nechako Valley Secondary School. Snow removal is triggered when accumulation reaches or exceeds 5 cm, with strict completion deadlines of 8:00 a.m. on school days, 6:00 a.m. for bus garage staff lots, and 8:30 a.m. for bus parking lots. Sanding is provided only upon specific request from an Area Coordinator. This is a negotiated RFP where the successful proponent will enter into a General Service Agreement. Evaluation occurs in three stages: a mandatory pre-qualification assessment, a rated technical evaluation, and a financial scoring process based on one-year and three-year firm pricing. Mandatory requirements include WorkSafe BC compliance, a minimum of $2,000,000 in Commercial General Liability insurance, and Criminal Record Checks for all personnel working on school property. Contractors are expected to meet specific Key Performance Indicators regarding delivery and material quality, with remedies applied if standards are not met after a rectification period. Invoicing is handled monthly via email with payment issued through electronic fund transfer on net 30 terms. Proposals must be submitted by 2:00 PM PST on October 21, 2026, and must include a signed submission form, bid form, questionnaire, mandatory requirements certification, and three professional references.
