Provision of Snow Removal and Landscaping Services for Peel Region's Long Term Care Homes
Solicitation # 2026-345T
The Regional Municipality of Peel is seeking up to three qualified vendors to provide comprehensive snow removal and landscaping services for its Long Term Care Homes, including the Seniors Health and Wellness Village at Peel Manor, The Davis Centre, Tall Pines, Malton Village, and Sheridan Villa. The scope of work is divided into seasonal requirements: winter maintenance involves clearing snow and applying de-icing materials upon an accumulation of one inch or more, while spring, summer, and fall maintenance includes clean-up, weed control, pest management, and fertilization. Because these facilities operate 24/7/365, vendors must prioritize these sites over non-essential contracts and ensure constant access for emergency vehicles and staff, particularly during shift changes. The contract is awarded based on the lowest price per zone, though the Agency evaluates best value through a review of references, past performance, litigation history, and service quality. Mandatory requirements include Smart About Salt certification for all staff and subcontractors, general liability insurance of at least 2,000,000 dollars, and the provision of a Renewable Performance Bond within seven days of award. Bidders must submit electronic proposals via the Agency's bidding portal by October 26, 2026. Selected vendors are responsible for all cost increases due to legislative or emergency factors and must adhere to strict confidentiality and privacy legislation regarding personal health information.
