Snow Removal and Winter Maintenance for Transit Stops and One (1) Parking Lot

The Town of Orangeville is soliciting bids under RFT-2026-239 for comprehensive winter maintenance services for designated transit stops, shelters, transfer points, accessible boarding areas, and one parking lot. The successful contractor will be responsible for all labor, equipment, and materials required for snow clearing, ice control, sanding, salting, and windrow removal to ensure safe and accessible facilities for passengers, pedestrians, and emergency services. The scope specifically includes maintaining a minimum clear width of 1.5 meters along pedestrian access routes and adhering to the Town's internal snow clearing policies as well as Ontario Regulation 239/02 Minimum Maintenance Standards for Municipal Highways. The initial contract term runs from the award through April 30, 2027, with the Town holding an option to renew for up to four additional one-year winter seasons. The contract will be awarded to the lowest compliant bidder who meets all mandatory technical and submission requirements, including the provision of at least three references. Evaluation is based on a pass/fail compliance model followed by pricing, with a tie-breaking process involving best and final offers or a coin toss. Awardees must provide a performance bond, labor and material payment bond, and a valid WSIBC clearance certificate. Payment is issued via electronic funds transfer within 30 calendar days of receiving a proper invoice and completed service records. Contractors are required to maintain detailed daily logs and material-use tracking, which may be verified by the Town through GPS records and photographs.
