SOA for Ice Melt Supply November 2026 – November 2028

Newfoundland and Labrador Hydro is soliciting a Standing Offer Agreement for the supply of ice melt products for its locations in Churchill Falls and other NL Hydro sites, including St. John's and Holyrood. The agreement covers an initial two-year term from November 2026 to November 2028 with firm pricing, and the purchaser maintains the option to extend the contract in one-year increments for up to a total of four years. Goods are purchased on an as-required basis, and vendors must provide their standard lead times and stocking policies. A critical requirement is the strict non-substitution of item 92000276 (Clearpath Ice Melter) for use at Hydro Place. Submissions must be filed online by September 21, 2026, and will be evaluated based on overall value, considering both price and non-price factors such as past performance, technical adequacy, and capability. Awarding is not guaranteed to the lowest bidder. Mandatory requirements include compliance with Bill S-211 regarding forced and child labour, the provision of valid insurance certificates, and the use of Electronic Funds Transfer for payments. All deliveries must be made during normal business hours, and each packaging slip and invoice must clearly display the corresponding Purchase Order Number.
