NOTICE OF PROPOSED PROCUREMENT This solicitation of offers cancels and supersedes previous solicitation of offers number W8484-261018 dated 06 May 2026 with a closing of date of 16 June 2026 at 14:00 hrs EDT. A debriefing or feedback session will be provided upon request to Offeror's who offered on the previous solicitation of offers. The Department of National Defence (DND) requires the purchase of a COTS Network Analysis (SNA) Mapping and Visualization Software Solution for interdependency analyses of DND/CAF projects and other relevant digital products. More specifically, a minimum of five (5) SNA Mapping and Visualization Software Solution licenses, including support and maintenance are required. The resulting Contract will contain one (1) initial period and three (3) optional periods. Delivery of the solution is within Ottawa, Ontario. Deliverables: A. This means that only Canadian Suppliers and Suppliers of an Applicable Trading Partner, as defined in the Annex Solicitation of Offers Definitions, are eligible for this solicitation of offers. Offers submitted by Suppliers of a Non-Trading Partner will be rejected. Nature of Requirement: DND has a need for a COTS SNA Mapping and Visualization Software Solution to support the consolidation and analyses of projects and other relevant digital products to enable effective and efficient interdependencies planning and improve identification and resolution of issues through all levels of decision making across the DND / CAF. Detailed specifications can be found at Annex “Statement of Requirement” of the attached Solicitation of Offers. Delivery Date: Upon Contract award. Competitive Procurement Strategy: For Canada to declare an offer compliant, the offer must comply with the requirements of the solicitation of offers and meet all mandatory technical evaluation criteria. Canada will consider the compliant offer with the lowest evaluated price for award. Comprehensive Land Claim Agreement: This procurement is not subject to Comprehensive Land Claims Agreement. Security Requirements: There is no security requirement associated with this Solicitation of Offers. File Number: W8484-261018-B. The Crown retains the rights to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
