Special Operations Forces (SOF) Modernization Industry Engagement (SMIE) 1. Introduction and Instructions A. The Joint Special Operations Command (JSOC) will conduct the 2025 SOF Modernization Industry Engagement (SMIE) event on 9-10 July 2025 in the National Capital Region. The purpose of this event is to identify technologies that address specific CLASSIFIED problem statements that are relevant to Special Operations Forces (SOF). B. You must have a Secure Internet Protocol Router (SIPR) or Joint Worldwide Intelligence Communications System (JWICS) email address to receive our CLASSIFIED problem statements. C. If you are interested in receiving our CLASSIFIED problem statements and have a SIPR or JWICS email address, please send your Company name to andersonda.ctr@soc.smil.mil (SIPR) or js0j132@sois.ic.gov (JWICS) from either email account no later than 5 Jun 2025. D. We will send our CLASSIFIED problem statements and instructions for submitting proposals that address those problem statements to the SIPR or JWICS email address you provide no later than 6 Jun 2025. E. Every proposal received will be thoroughly assessed by multiple SOF operational, technical, and programmatic subject matter experts. All feedback will be captured, collated, and provided back to you. It is our goal that every submitter will view this experience as valuable regardless of outcome. Selected proposals will be disseminated across the SOF enterprise for review by SOF Operators and End Users. Those that garner significant interest will move on to the final steps: E.1) In-Person Oral Presentations: Based on our assessment, selected industry partners will be invited to present their proposals in-person on 9 or 10 July 2025 in the National Capital Region. E.2) Partnering: This last step will formalize partnerships for those proposals presented in-person that garner still further interest. This partnership could take one of multiple forms i.e., a government sponsored demonstration, a funded contract, a Cooperative Research and Development Agreement (CRADA), a Vendor Loan Agreement, etc. F. Questions concerning this Special Notice can be sent to osd.jcte@mail.mil. 2. Administrative Submission Guidelines A. This event is voluntary and for collaboration purposes only in accordance with FAR 15.201(e). It is NOT a Broad Agency Announcement, solicitation, or request for contractual offers and does not constitute a commitment of government funding. Respondents will not be reimbursed for any travel, labor, information, etc., they provide in conjunction with this Special Notice. B. SMIE participants include contractor consultant/advisors. All are SETA-like arrangements bound by procurement integrity laws, and Non-Disclosure Agreements (NDA). The Government ensures the safeguarding of proprietary data.
