SofSurfaces, Inc. — Playground Safety Surfaces

Sourcewell, a Minnesota local government service cooperative, has entered into a four-year Master Agreement with SofSurfaces, Inc. for the provision of high-performance playground safety surfacing. This cooperative purchasing framework allows thousands of governmental, educational, nonprofit, and tribal agencies across the United States and Canada to procure turn-key safety surfacing solutions. The scope of work includes the supply and professional installation of durable, accessible, and low-maintenance interlocking safety tiles designed for outdoor playgrounds, ensuring compliance with ASTM F1951 accessibility standards and IPEMA certifications. The agreement is effective through December 17, 2029, with potential extensions up to seven years. The contract was awarded based on a trade-off methodology that prioritized pricing, the depth and breadth of offered solutions, and the ability to deliver and sell products. SofSurfaces provides a variety of rubber tiling products, including the Plus and Premium series, with specific pricing and volume-based discounts detailed in their 2025 price list. While the U.S. federal government is not a direct party to the agreement, the contract mandates strict adherence to federal regulations, including the Buy American Act, the Clean Air Act, and the Federal Water Pollution Control Act. Administrative requirements include quarterly sales reporting and compliance with 2 C.F.R. guidelines regarding conflicts of interest and the procurement of recovered materials.
