This solicitation for commercial products or services is prepared in accordance with Revolutionary FAR Overhaul (RFO), Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, Federal Acquisition Circular (FAC) 2026-01, effective date March 13, 2026 (Deviation April 20, 2026) which can be accessed at: https://www.acquisition.gov/far-overhaul/far-part-deviation-guide/far-overhaul-part-12. ANTICIPATED AWARD OF PURCHASE ORDER FOR THIS REQUIREMENT WILL NOT RESULT IN STATUS AS A FEDERAL EMPLOYEE.

Solicitation # 140G0326Q0165 is issued as a request for quote (RFQ). This announcement constitutes the only solicitation. Firm, fixed-price quotes are being requested and a separate written solicitation will not be issued. This acquisition is a small business opportunity.

The U.S. Geological Survey (USGS), Pacific Coastal & Marine Science Center (PCMSC) requires software development services for remote sensing to develop, validate, document, and deliver a STAC-based shoreline change measurement capability for the CoastSeg workflow in accordance with the attached statement of work (SOW), Section 508, FISMA, provisions, and clauses. Initial development and validation shall focus on selected sites along the western and northern Alaskan coast to support hazard assessments in that region.

Estimated period of performance: August 1, 2026 - June 30, 2027

Evaluation method is Trade-Off. Please see evaluation factors as described in FAR 52.212-2 in the provisions of attachment mentioned above.

It is the responsibility of all interested parties to check back periodically for any amendments to the solicitation. All amendments must be signed and included when the quote is submitted.

Award will be made in accordance with RFO, FAR Subpart 12.204, Award. Anticipated award date is July 31, 2026. All responsible sources may submit a quotation which will be jointly considered by DOI and USGS.
