The Internal Revenue Service (IRS) plans to pursue a sole source procurement for the GRB/CALC IVR software from Government Retirement and Benefits, Inc. This UNIX-based software is critical because it must seamlessly integrate with the existing UNIX hardware and Oracle database systems currently used to maintain employee computational data without any service disruptions. The software must mirror the exact data file formatting, client-server interface, and Oracle table configurations of the existing system, ensuring identical functionality to the current IVR application. Additionally, the DOS-based version of the GRB CALC software, already in use across IRS personnel offices, provides retirement, social security, and employee annuity estimates, which the new UNIX-based system must replicate to maintain consistency in employee benefits information, especially when accessed through the IRS's Employee Connection platform. This procurement is not an open solicitation but a sole source acquisition conducted under FAR 13.106-1(b), with the intention to contract exclusively with GRB, Inc., unless another party submits a written response by November 13, 2008, that clearly demonstrates the ability to meet all requirements and offer a more advantageous proposal. The IRS retains full discretion over the award decision. Interested parties or those seeking clarification are directed to contact Contract Specialist Margaret Baker via email. The contract pertains to software licensing and maintenance, with the place of performance in Memphis, Tennessee, and non-competitive procedures are being employed to ensure procurement continuity for this specialized software system.

Internal Revenue Service (IRS) intends to conduct sole source procurement for its GRB/CALC IVR software manufactured by Government Retirement and Benefits, Inc., Alexandria, VA. The GRB calculation software must be UNIX-based because the existing hardware maintaining the IVR, the database software (Oracle), and the operating system, which stores the employee's computational data elements, is UNIX. To ensure operability of the system with no interruption of service, the software must utilize identical formatting of the data files, identical UNIX client-server interface with the IVR, identical Oracle table configurations and interact exactly the same as the IVR vendor applications programmer. In addition, every personnel office in the IRS uses the DOS-based version of GRB CALC software supplied by GRB, Inc. to provide federal retirement, social security, and Federal Retirement Thrift Investment Board employee annuity estimates. When employees utilize the Employee Connection system, it is imperative they receive personal and basic benefits information approximating the same information they would receive by calling an Employee Account Representative (EAR) or a Retirement Specialist. This is not a Request for Quote and no solicitation will be publicized. The Government intends to solicited only one source under the authority FAR13.106-1(b). This acquisition is being solicited and awarded in accordance with FAR 13. Interested parties may provide a written response to this Notice, to be received by the IRS by no later than 2:00 P.M. (EST), November 13, 2008. Responses that clearly demonstrate the ability to meet all requirements and that it is more advantageous to the Government will be considered. However the final award decision lies solely with the Government in this matter. Any questions should be directed to Margaret Baker, Contract Specialist, in writing, via email: contact@example.gov. If no written response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government. IRS will negotiate and award a contract on a sole source basis to GRB, Inc.
