The U.S. Department of State, through the US Embassy Bangkok, is soliciting quotations for the renewal of software licenses and associated support services under solicitation number 19TH2026Q0057, with a submission deadline of August 6, 2026, at 12:00 PM Bangkok local time. The procurement follows a Lowest Price Technically Acceptable (LPTA) evaluation approach, meaning the contract will be awarded to the responsible offeror submitting the lowest-priced quotation that meets all technical and compliance requirements. All submissions must be made electronically in Adobe Acrobat PDF format, with individual files not exceeding 25MB; larger submissions must be split into multiple emails each under this limit. Proposals must be in English and include complete responses to the required Cybersecurity Supply Chain Risk Management (C-SCRM) Questionnaire, which mandates compliance with specific NIST SP 800-53 controls including SR-7, SA-4, IR-8, SR-9, and others related to supply chain integrity, system monitoring, incident response, physical access, and personnel screening. Offerors must be currently registered in the System for Award Management (SAM) prior to submission, as required by FAR 4.1102, and failure to do so will result in disqualification. The place of performance is listed as Washington, DC, though the services are intended to support operations at the US Embassy Bangkok. No specific contract value, pricing data, or period of performance details are provided in the solicitation. Questions regarding the RFQ must be submitted in writing in English by July 27, 2026, to the designated contracting officer, Ramon Menendez-Carreira, at BangkokGSOProcurement@state.gov. No formal contract clauses from FAR or DFARS are referenced in the solicitation materials, and no specific invoicing, payment, or delivery terms are detailed beyond the electronic submission requirements and cybersecurity compliance obligations.

If you would like to submit a quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown in the solicitation.
The U.S. government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
Direct any questions regarding this solicitation in writing to Ramon Menendez-Carreira, Contracting Officer, email: BangkokGSOProcurement@state.gov. Questions must be written in English. Closing date for question submission will be July 27, 2026 at 12:00 PM (Bangkok local time).
Quotations are due by August 6, 2026 at 12:00 PM (Bangkok local time). No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.
Your quotation must be submitted electronically to BangkokGSOProcurement@state.gov. It is important to make sure the submission is made in specific size and format; in Adobe Acrobat (pdf) file format. The file size must not exceed 25MB. If the file size should exceed the 25MB, the submission must be made in separate files and attached to separate emails with less than 25MB each.
In order for a quotation to be considered, you must also complete and submit the documents listed in the solicitation.
Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
