BID 2027-003: BOE Transportation Services
Solicitation # 2027-003
The Bethel Board of Education is soliciting proposals for school transportation services for a five-year term from July 1, 2027, through June 30, 2032. The scope of work includes transporting authorized persons to and from public schools in Bethel, authorized private or parochial schools, and other required programs outside the district. Services are divided into Category 1 for regular home-to-school transportation and Category 2 for special education and preschool transportation, with additional requirements for Extended School Year summer programs. The Board seeks a partner capable of providing safe, reliable, and on-time service, evaluating proposers based on experience, staffing plans, safety records, fleet maintenance, and financial strength rather than solely on the lowest price. Contractors must provide all necessary labor, equipment, and a depot, ensuring all vehicles bear the name Bethel Schools and meet strict DMV inspection standards. Key financial requirements include a bid security deposit of 10 percent of the first-year price and a performance bond equal to 100 percent of the annual contract cost. Payment for regular daily runs is issued in ten equal monthly installments from September through June. Proposers must adhere to strict student data privacy laws, including FERPA and Connecticut state statutes, and provide comprehensive documentation regarding non-discrimination, non-collusive bidding, and driver safety training. Optional alternates for electric or hybrid vehicles and associated charging infrastructure may also be proposed.
