AI Contract Overview

The Naval Surface Warfare Center, Crane Division, intends to award a three year, Firm Fixed Price, Indefinite Delivery/Indefinite Quantity contract to SAAB Dynamics of Karlskoga, Sweden. This sole source procurement, with an anticipated maximum value of 5,000,000 dollars, covers the acquisition of spare and repair parts, inspection tools, gauges, and training aids for the 84mm Carl-Gustaf M3/E1 Recoilless Rifle and associated sub-caliber adapter training devices. The contract is restricted to the Original Equipment Manufacturer because the necessary specifications and piece parts are proprietary, and the government lacks the data rights to seek other sources without incurring unacceptable costs and delays. Delivery is set as FOB Destination, with initial inspections conducted by a DCMA representative at the source and final acceptance performed at NSWC Crane.

The contemplated contract is a follow-on effort to the Original Equipment Manufacturer (OEM) to maintain the Carl-Gustaf M3/E1 Recoilless rifle. This acquisition is under North American Industry Classification System code (NAICS) 332994 - Small Arms, Ordnance, and Ordnance Accessories Manufacturing. The anticipated contract award maximum is $5,000,000.00. Delivery terms are FOB Destination. Initial inspection will be performed at Source by a DCMA representative and Final Inspection and Acceptance will be Destination, NSWC Crane. This contract will be placed in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The basis for restricting competition is that all specifications for the end item and piece parts are company proprietary and the Government has not purchased any data rights, duplicate cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through another source. This synopsis is issued to advertise the three year FFP IDIQ contract and requirements that will be met through orders placed against the contract for a three year period from the Government. Since this is a sole source procurement a solicitation will not be posted to the internet. The proposed contract action is for supplies which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received in response to this synopsis will normally not be considered solely for the purpose of determining whether to conduct a competitive procurement. To be eligible for award, contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive controlled documents. Offerors may obtain information on SAM registration and annual confirmation requirements by calling +1 (555) 000-0000 or via the internet at https://www.sam.gov. The US Navy, through NSWC Crane, is issuing a Request for Information (RFI) under announcement N00164-27-S-NC12 to identify qualified contractors capable of performing Environmental Qualification Testing (EQT) and electromagnetic compatibility (EMI) testing. The objective is to verify that the Combined All-Domain Command and Control System Afloat (CAC2S Afloat) Data Processing Assembly and Workstation Mount meet naval shipboard survival and operational requirements following a hardware technology refresh. Testing must adhere to several military standards, including MIL-DTL-901E for shipboard shock, MIL-STD-167-1A for vibration, MIL-STD-461G for electromagnetic interference, MIL-STD-810H for environmental engineering, and MIL-STD-1399 for shipboard power interfaces. Interested parties must be registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) to access the full Statement of Work. Submissions, which may include a white paper of up to five pages and company literature, are due by November 18, 2026.
