The Naval Surface Warfare Center, Crane Division, is seeking a sole-source, commercial Firm-Fixed Price, indefinite delivery, indefinite quantity contract for the procurement of Pattonair UNISEAL Serpentine Screws for the AN/SPS-48. The requirement covers two specific part numbers, SNT50063-08E8NW and SNT50063-08V3NW, with an estimated total contract value of 698,300 dollars over a five-year period. Delivery is designated as FOB Destination at NSWC Crane, where final inspection and acceptance will occur. This procurement is being conducted without full and open competition under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, as Pattonair is the original equipment manufacturer and the only responsible source capable of satisfying the agency's requirements. The justification for this sole-source award is based on the unacceptable delays and substantial duplicative costs, estimated at over 1 million dollars and 30 months of time, that would be required to qualify another manufacturer's product for form, fit, and function.
