U.S. Customs and Border Protection (CBP) awarded a sole source contract to Leidos Inc., under Contract Number HSBP10-16-C-00103, to provide maintenance support and on-demand services for proprietary inspection and surveillance equipment used across various U.S. border security points—including land crossings, airports, seaports, rail crossings, mail handling, and express cargo consignment facilities. This contract, justified under FAR 6.302-1 due to Leidos being the only responsible source capable of meeting agency requirements, covers complex maintenance of Radiation Isotope Identification Devices (RIIDs), Non-Intrusive Gamma Imaging/X-ray equipment, and Radiation Portal Monitors (RPMs). The services include scheduled preventive and corrective maintenance, as well as relocations, installations, engineering, disposal, and configuration management throughout the contract term. Leidos uniquely controls the source code, programming, and proprietary software essential for the operation and integration of these devices, including the Vehicle Cargo Inspection System (VACIS), which is regulated by the Nuclear Regulatory Commission. They hold exclusive rights to technical manuals, maintenance training, engineering design data, special tools, and test equipment that are necessary for servicing and repairing these high-value, sophisticated systems. No other vendor has access to these proprietary capabilities, data rights, or parts, making Leidos the sole entity able to fulfill CBP’s operational and maintenance needs for this critical security equipment. The contract is managed through the Department of Homeland Security’s Fletc Glynco Procurement Office in Brunswick, GA, with direct points of contact available for coordination.
