The Washington Headquarters Service, Acquisition and Procurement Office intends to award a sole source contract to Washington Professional Systems for the purchase and installation of an IED 0591R-S5 server and upgraded software for the Pentagon's "Big Voice" notification system. This procurement involves repairing and upgrading an existing system that uses proprietary software, which can only be serviced by the original manufacturer. Due to these system-specific requirements, competing the contract or awarding it to another manufacturer would pose significant safety risks to government personnel and increase costs. This acquisition is conducted under the authority of FAR 6.302-1, allowing other than full and open competition since only one responsible source can fulfill the agency's needs. The contract opportunity was publicized on July 21, 2008, in accordance with FAR 5, but no solicitation will be issued. Interested firms wishing to challenge the sole source determination must submit a letter of interest to the Contracting Officer, Michael Murtha, within 10 calendar days of the notice. The work will be performed in Arlington, VA, with Robert Wilson serving as the Contract Specialist and primary point of contact for this action. The NAICS code associated is 334290, indicating a focus on communications equipment manufacturing related to the system upgrade.
