This acquisition is a 100 percent small business set-aside restricted to SeaPort NxG MAC holders. The award will be based on a best-value trade-off methodology, where non-price factors—specifically technical capabilities, experience, and past performance—are significantly more important than price. Proposals must be submitted in four separate volumes covering technical capability, past performance, price, and contract information, with strict page limits for resumes and management plans. Key requirements include the use of the Wide Area WorkFlow system for invoicing and adherence to specific security clearances and qualifications for key personnel. Performance will be monitored through a Quality Assurance Surveillance Plan and various Performance Requirements Summaries to ensure compliance with naval and Department of Defense standards.
