ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for the procurement of non-commercial electrical connectors as listed in support of the MK-99 Fire Control Systems Radar.

SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source only Armel De LLC, aba Armel Electronics, LLC, of Fairfield, New Jersey, cage code 91663, under the authority of FAR 13.101(b) for Non-Commercial items using simplified acquisition procedures. This is being solicited on a sole source only basis because These connectors are added inside of the Gyro Block Assembly (GBA) which help power the GBA The GBA is on the MK-99 Fire Control Systems Radar and keeps the MK-99 locked onto target while the ship is moving or rocking with the current of the ocean.  Department of the Navy, Naval Ordnance Systems Command Drawing 10001-3161082 (Connectors, Electrical Printed Circuit Board), was developed by the Naval Ordnance Systems Command in cooperation with the Original Equipment Manufacturer (OEM) of the items, Armel De LLC, aba Armel Electronics, LLC, of Fairfield, New Jersey, cage code 91663.The OEM utilized Naval Ordnance Systems Command's prescribed outline requirements to develop detail requirements and functioning end item.  Armel Electronics, LLC (cage code: 91663) is the only active company listed on 10001-3161082 Revision E to have completed all qualification requirements to become a source of supply.  Duplication of qualification efforts to establish capability to include development of tooling, fixtures, detailed machined codes, and transition of technology to meet 10001-3161082 requirements is estimated in excess of $750,000 with a 120-week lead-time. Both cost and schedule factors are not value added to government schedule.  All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
